It is much higher. One of the recovery spokesmen says it's at least 20, but it's hard to get a count because a lot of bodies are pulverized.

I mean, any cliff has risk, but to my knowledge, these aren’t particularly risky ones. Though there’s no real government standards for these boat operators that I’m aware of and they like to get right up close to the waterfalls going into the lake. Certainly not a common occurrence like some of the sea cliffs in Britain, for example.
